The documented history of the Northern Virginia District begins with material found in the Virginia PTA Annual Yearbooks from 1933 to present. Use of grammar and form come directly from the entries in the yearbooks. Punctuation and spelling were left as originally printed.

The process of documenting the Northern Virginia District History has just begun. There are many more documents and pages to read to complete this task. Additional entries to this history journal are forthcoming.

April 25, 1934

The First Annual Meeting of the Northern Virginia District held in Purcellville on April 25, The meeting composed of the combined forces of two former organizations. These were the leagues of the former Cooperative Education Association and the local Parent Teacher Associations of the former Virginia Congress. A total of 389 people were in attendance.

 

Mrs. W. G. Trow, the District Chairman presided. One delightful feature of the meeting was harmonica orchestra selections by a group of tiny children led by a small eight-year-old girl. Mr. O. L. Emerick, Superintendent of Loudoun County, and Dr. W. T. Sanger gave most enjoyable addresses. The local organization served a delightful lunch in the basement of the Methodist Church. This was a delightful lunch I the basement of the Methodist Church. This was a very happy meeting throughout the entire day. It so happens that our two largest organizations in the State are in this district, Washington Lee P. T. A., in Arlington County, with 460 members and Mt. Vernon Elementary School P. T. A. in Alexandria City, with 406 members. The meeting next year will be held at Falls Church, in Fairfax County. The district elected the following officers:

April 25, 1935

Annual Meeting held in Falls Church. Attendance:  Adults; 196, Juniors; 288; total, 484. Officers elected:

December 3 and 4, 1935—Successful Training Institute

It was our privilege to have in our State during the month of December Mrs. Charles E. Roe, Field Secretary of the National Congress, for four training institutes for local workers. The first was held at Alexandria on December 3rd and 4th for the northern section of Virginia.

 

At these training conferences, Mrs. Rode emphasized the duties of officers and committee chairmen, program making, how to develop objectives, and how to carry out the plan of work to the best advantage. We are confident that the several hundred workers who took advantage of this opportunity will be much better prepared for service in their local communities. We are deeply grateful to Mrs. Roe for this cordial and helpful assistance.1935 Membership—5,504 (largest in state)

 

April 16, 1936

This meeting was held April 16th at Alexandria. The district Chairman found it necessary to resign several weeks ago and in her absence Dr. Ivan Bookers was elected as temporary chairman. Mrs. Kincaid, the First Vice-Chairman, who realized a few weeks before the meeting that she would have to be away, had arranged the program. The general topic was “Developing the Local Work.”  Discussion leaders of the various groups were:  Miss Ellen Smith, Mr. Fred M. Alexander, Miss R. Belle Burke, and the Executive Secretary, Dr. B. B. Bagby was the chief speaker at the general assembly period. The following officers were elected:

Leesburg will be host to the district meeting next year. The attendance at Alexandria was as follows:  Adults, 173; Juniors, 430; total, 603. 1936 Membership—6,407 (largest in state)

 

April 1, 1937

The meeting was held in Leesburg, the adults meeting in the Episcopal Church and the S. C. A. in the nearby high school. The attendance for the adults was 209, which was an increase of 36 over the year preceding. Invited speakers included Mr. Fred M. Alexander, of the State Education Department, and Dr. B. B. Bagby, of the State Health Department. Mrs. W. C. Kidd, of Alexandria, who had served one year as District chairman, was re-elected for another year.

 

Membership Cup for 1937

The silver cup given for the largest percentage of increase in membership over the past year was won by the Lee-Jackson Parent-Teacher Association in Fairfax County, of which Mrs. Gladys Harper is President. Not far behind, in third place, was the Woodrow Wilson Parent-Teacher Association, Arlington County, of which Mrs. George D. Lee is president. Congratulations and a cheer for Lee-Jackson of Fairfax!

 

1937 Membership—6,714 (largest in state)

 

April 6, 1938

The Northern Virginia District met at the Methodist Church in Manassas, April 6, with the Chairman, Mrs. W. C. Kidd, presiding. The attendance was 255. The morning was spent in group conferences, led by the following: Health, Dr. E. M Holmes; character Education, Rev. Minor C. Miller; Leadership Training and also Parent Education, led by the Executive Director. In the afternoon, Mr. Raymond V. Long, State Department of Education, brought a fine message on the subject, “Some Problems in School-housing that Affect Education.”

The following officers were elected:

Arlington County was selected as the next place of meeting.

 

Parent Teacher Institutes

On September 22-23 the Arlington County Council conducted its annual two-day institute at the Thomas Jefferson High School under the direction of its president, Mrs. Ralph Turner. The program was well planned and the total attendance for the two days was approximately 60.

 

April 26, 1939

The Central Methodist Church, Ballston, Virginia, formed the setting for the annual meeting of the Northern Virginia District on April 26. The District Chairman, Rev. John M. DeChant, presided. A feature of the appropriate opening program was the singing of the Arlington County Mothers’ Chorus, under the direction of Mrs. Mailander, with Mrs. Herbert Marcey accompanying.

 

During the short business session the roll was called, committees were appointed and the nominating committee elected. The Rev. Walter P. Wolf, a member of the Arlington County School Board, gave an interesting and informative address on the subject, “How We Get Our School Boards and What They Do.”  This was followed by a very effective and inspiring talk by Mrs. Florence Watkins, of Washington, D. C. on the topic, “Officers—Their Qualifications and Duties.”  The delegates then were divided into two groups for conferences. The conference on duties of committees was led by Mrs. Florence Watkins, while Dr. R. G. Beachley, Arlington County Health Officer, led the discussion on the topic, “Development of Public Health.”

 

A delicious luncheon was served by the women of the Central Methodist Church, following which the delegates reassembled to unite in signing under the direct of Mrs. Mailander.

 

Mrs. Gordon Smith, Regional Vice President of the State Association, spoke effectively on “The Purposes of Parent-Teacher Associations.”  During the business session reports were received from the counties and from the standing committees. The following officers were elected for a term of one year:

By a vote of the delegates the invitation of Fairfax County for the meeting in 1940 was accepted. Attending the meeting from the State Board of Managers, in addition to the District Chairman, were Mrs. Gordon Smith Regional Vice President, and Mrs. John F. Kincaid, State Chairman of Membership and Banner Organizations.

 

The meeting was concluded with an analysis of the year’s work by the Executive Director.

 

October 3, 1939

The Annual Institute of the Arlington County Council was held at the Thomas Jefferson Junior High School on October 3, 1939. Mr. William A. Lockard, Council President, presided over the well-planned and interesting program. Arlington County has eighteen local units, with 3,409 members.

 

April 9, 1940

Two hundred and fifteen delegates gathered in the gymnasium of the Herndon High School on April 9 for annual meeting of the Northern Virginia District. Mrs. Frank Wickers, President of the Herndon Parent-Teacher Association, presided at the opening program which was featured by the very lovely cappella singing of the Herndon School Glee Club. Mrs. Wickers presented Mrs. Gladys Monroe who presided through the remainder of the day.

 

During the morning business session the minutes of the last regular meeting and the Executive Board Meeting were read, committees were appointed the By-Laws Committee reported and the revised By-Laws were adopted. The Nominating Committee was elected.

 

Mrs. Monroe introduced Dr. B. B. Bagby, of the State Department of Health, who gave a splendid address on the subject, “The Mental and Physical Health Needs of the Child.”

 

The Executive Director spoke concerning the direction and progress of the work in the district and presented to the District Chairman a Banner Certificated from the State Board of Managers in recognition of the fine work done during the year 1938-39. Following the reports on library service from the Library Chairmen the meeting took recess for lunch.

 

A delicious luncheon was served by the Home Economics Class of Herndon High School. Upon reassembling, the delegates entered into the business session, hearing reports from committees and countries. Objectives were set up for the next year and the following officers were elected for a term of three years:

Alexandria and Marshall extended invitations for the District Meeting in 1941. The invitation of the Marshall PTA was accepted.

 

Very encouraging reports were received form the county and city presidents on the outstanding features of the work in their areas. The Executive Director announced times and places of the National and State Conventions.

 

The meeting closed with a though-provoking and constructive address by the Honorable Francis Pickens Miller, member of the House of Delegates from Fairfax County, on the subject, “Children in a Democracy.”

 

In addition to the District Chairman, the following members of the State Board of Managers were present:  Mr. William A. Lockland, Mrs. John F. Kincaid and Dr. B. B. Bagby.

 

March 25, 1941

The attractive auditorium of the Marshall High School served as the meeting place for the Northern Virginia District on March 25, 1941. Mrs. Gladys I. Monroe, District Chairman, preside4d. The delegates were most cordially welcomed by Mr. W. G. Coleman, Principal of Marshall High School. Mrs. N. B. Morrison, President of the Alexandria Federation responded to the welcome. The delegates were entertained with several vocal selections by the Glee Club of Marshall High School, under the direction of Miss Ethel Eubank.

 

In the morning business session committees were announced. An amendment to the District By-Laws was adopted, stating that a registration fee of ten cents would be required of each delegate at the next District Meeting.

 

Mrs. Ralph Turner, past President of the Arlington County Council, conducted an informative quiz on Parent-Teacher Work. Education in the Democratic process” was the subject of a very interesting panel discussion, led by Mrs. Helen Hill Miller, of Fairfax, and the following participants:  Mrs. Joseph Callaway of Alexandria; Rev. Ellison A. Smyth of Fauquier County; Mrs. N. H. Turner, Jr. of Loudoun County; Miss Sue Ayers, Elementary Supervisor of Prince William County; and Dr. Ivan A. Booker of Arlington County.

 

A buffet luncheon was served in the school and the delegates returned for a business session. Reports were received from County and City Federation Presidents, objectives were adopted for the coming year, and appreciation was expressed in a report of the courtesy committee. The State Executive Director spoke briefly on the progress of the work in the District.

 

Mr. William A. Lockard, President of the Arlington County Council, introduced Dr. E. L. Fox, State President who gave a very stimulating address on the subject “education for National Security.”

 

Mr. William A. Lockard gave a strong plea for the use of the National Parent-Teacher magazine, in the work of the local groups. The meeting adjourned with an appropriate prayer read by the District Chairman.

 

In addition to the District Chairman, the following members of the State Board of Managers were present:  Dr. E. L. Fox, Mrs. Stanley P. Steward, and Mr. William A. Lockard. The registration was 225.

 

1942 Annual Meeting

Delegates of the Northern Virginia District assembled at the First Baptist Church in Alexandria on April 17 for their annual District Meeting. Mrs. Gladys I. Monroe, District Chairman, called the meeting to order and the Rev. E. F. Campbell, Pastor of the First Baptist Church, led in the opening prayer. Mr. T. C. Williams, Superintendent of the Alexandria City Schools, extended a cordial welcome to which Mrs. Frederick Appleton, President of the Arlington County Council, graciously responded.

 

Two well-trained a cappella Glee Clubs entertained the delegates with vocal selections. One represented the Mt. Vernon School and the other came from the Jefferson School. In the morning business session the minutes of the 1941 meeting were read, the roll called, standing committees appointed, and the following nominating committee elected to report at the District meeting in 1943; Mrs. Ralph Dewit of Alexandria, Mrs. Frederick Appleton of Arlington, Mrs. Lee Park of Falls Church, Mrs. B. W. Cheatwood of Calverton, Mrs. H. E. Elgin of Leesburg, and Mrs. R. C. Haydon of Manassas.

 

The Rev. John W. Rustin, D. D., Pastor of the Mt. Vernon Place Methodist Churc, Washington, brought a strong, stirring message on the subject, “Morale for Victory.”  Miss Katherine Lenroot, Chief of the Children’s Bureau, U. S. Department of Laborspoke interestingly and informatively on the topic, “Services for Children in Wartime.”  Mr. William A. Lockard, State Chairman of Publications, discussed State and National publications and urged that they be read.

 

Following a fine plate luncheon the delegates were entertained by the Gerorge Mason Elementary School Band. During the business session standing committees reported, objectives for 1942-43 were adopted and reports were given by Federation presidents on the progress of the work.

 

Mrs. Sally Ann Kurka gave a radical ind inspiring address on the subject, “Nutrition and Health” after which the Executive Director reviewed needs to be faced during the coming months. The attendance was 148. The District Chairman closed the meeting with a very effective little poem entitled, “Finding God.” 

 

1943 Annual Meeting

The attractive auditorium of the Thomas Jefferson Junior High School, Arlington, formed the setting for the annual meeting of the Northern Virginia District on April 14. Mrs. Gladys I. Monroe, District Chairman, presided. The opening devotional was led by the Rev. Walter F. Wolf of the Arlington Presbyterian Church. Professor Fletcher Kemp, Superintendent of Arlington County Schools, extended a cordial welcome to the delegates to which Mrs. Lee Park of Falls Church, responded. The Glee club of Thomas Jefferson School, under the direction of Miss Shirley Miller, presented several delightful musical numbers.

 

During the business session the minutes of the last meeting were read and committees appointed.

 

Mr. Roger Crant, Superintendent of Arlington County Welfare Department, gave an informative address on the subject, “Juvenile Delinquency.”   “The Prevention of Delinquency” was the subject of a strong, forceful address by Dr. B. H. Jarman, Director of Instruction in Arlington County. Mr. Clifton Stoneburner, Director of the Arlington County Safety Council, gave an interesting and helpful talk on the topic, “Safety.”  Dr. Ralph Beachley, Director of the Arlington County Health Department, talked interestingly and instructively on the subject, “Tuberculosis.”

 

During the business session reports of activities were given by federation presidents and the nominating committee presented its report.

 

Following the luncheon hour the following officers were elected for a term of three years:

Dr. Carville D. Benson, President of the Arlington County Council and State Chairman of Character Religious and Humane Education, reported on the work of the council and gave a challenging talk on the subject, “The P. T. A. in the War Emergency.”  The Executive Director reviewed the progress of the work in the state and the meeting closed with the Lord’s Prayer. The attendance was 92.

 

1944 Annual Meeting

Attractively decorated with spring flowers, the auditorium of the Leesburg High School served as the meeting place for the Northern Virginia District on April 12. Mrs. Lucy Bussey, District Chairman presided andd the meeting opened with the singing of “God Bless America”. The Rev., Manley Cobb, rector of St. James Church, Leesburg, led the opening prayer. The delegates were cordially welcomed by Mr. O. L. Emerick, Superintendent of Loudoun County Schools, and Miss Sue Ayers, Elementary Supervisor of Prince William County, responded most graciously. A delightful musical feature was provided by the Leesburg High School Glee Club.

 

In the business session the minutes of the last meeting, as well as those of the Executive Committee, were read, standing committees were appointed and Mrs. Lawrence Hutchison, of Leesburg, ws elected Third Vice-Chairman of the District to fill the unexpired term of Mrs. Lucy Bussey. The Executive Director announced places of meeting of the State and National conventions and presented a Banner Certificated to Mrs. Bussey, who received it for the District.

 

Mrs. Bussey presented Dr. B. H. Jarman, Director of Instruction, Arlington County, who gave a very interesting and stimulating address on the theme of the meeting, “Responsibility”. The audience then divided into five groups to work on different phases of the parent-teacher responsibility. The subjects and leaders of the workshops were as follows:  Homes of Tomorrow, Miss Thelma Barth, Executive Secretary of the Alexandria Family Service Society; Schools of Tomorrow, Mr. James E. Bauserman, Fairfax County Elementary School Supervisor; Interracial Relationships, Dr. Thomas C. Allen, Executive Secretary of the Virginia Commission on Interracial Cooperation; Child Health, Miss Esta L. Will, Fauquier County Nurse; Organization, the Executive Director.

 

Following a beautifully served plate luncheon the delegates reassembled to hear reports from the workshops. The county and city federation presidents reported the achievements of their local units, standing committees reported, objectives for 1944-45 were adopted, and the invitation of Manassas for the meeting in 1945 was accepted. The registration committee reported an attendance of 117.

 

In addition to the District chairman, the State Board of Managers ws represented by Mrs. James M. Strickland.

 

1945 Annual Meeting

The annual meeting of the Northern Virginia District ws held in the Grace Methodist church, Manassas, April 25, with mrs. Lucy Bussey, Chairman, presiding. The meeting opened with the singing of “America” and the morning devotion ws led by the Rev. M. F. Draper, Pastor of grace Methodist Church. Mr. R. Worth Peters, Principal of Manassas High School, extended a cordial welcome to the delegates. A delightful musical program under the direction of Miss Lois Sloop, was presented by the Brentsville District High School A Cappella choir and brass quartet. During the Business Session, the Minutes of the 1944 meeting were read, standing committees were appointed, and the invitation from Fairfax for the meeting in 1946 was accepted. The nominating Committee, composed of the following persons, was elected to report at the 1946 meeting: 

 

Mrs. K. M Irwin of Arlington County, Mrs. Clifford Durr of Fairfax County, Mrs. Charles B. Gray of Fauquier County, Mrs. Stuart Smith of Loudoun County, Mrs. A. L. Beane of Prince William County and Mrs. Sydnie A Greenleaf of Alexandria. Mrs. Berry D. Willis, State President, brought an inspiring message. Reports were received from County and City Federations. Under the leadership of Mrs. Clifford Durr the following persons participated in a Panel Discussion o the subject “Federal Aid for Schools”; Superintendent O. L. Emerick of Loudoun County Schools; Dr. B. H. Jarman, Director of Instruction of Arlington County Schools; Mrs. Charles Baird, President of the Fauquier County Federation; Miss Sue Ayers, Supervisor of Prince William County Schools and Mr. James A. Bauserman, Director of Instruction, Fairfax County Schools.

 

During the afternoon the Chairmen of District committees outlined their aims for the coming year and the Division Superintendents within the District conducted a very enlightening discussion of the recommendations of the Report of the Virginia Education (Denny) Comision. Participating in th discussion were:  Mr. Flethcher Kemp, Superintendent of Arlington County Schools; Mr. C. M. Bradley, Superintendent of Fauquier county Schools; Mr. W. T. Woodson, Superintendent of Fairfax County Schools; Mr. O. L. Emerick, Superintendent of Loudoun County Schools; Mr. R. C. Haydon, Superintendent of Prince William County Schools; and Mr. T. C. Williams, Superintendent of Alexandria City Schools.

 

The meeting closed with the presentation of the Banner Certificated to the District by the Executive Director for having met all the banner requirements for the year 1944-45. The attendance was 225.

 

1946 Annual Meeting

With its pulpit banked with palms, the attractive auditorium of the Columbia Baptist Church, Fall Church, formed the setting for the Northern Virginia district Meeting on April 26. Mrs. Lucy G. Bussey, District Chairman, presided.

 

The Rev. C. H. Franks, Pastor of the Columbia Baptist Church, led the opening prayer and the delegates received a cordial welcome from Mr. W. T. Woodson, Superintendent of Fairfax County Schools. Mrs. Lawrence Hutchison of Leesburg, graciously responded. A group of delightful lilting, choral numbers were presented by the Glee Club of the Madison School under the directions of Mrs. Clay F. Frake.

 

In a brief business session the minutes of the previous meeting were read and the personnel of Standing committees announced.

 

Dr. Arthur J. Todd, professor Emeritus of Sociology, Northwestern University, gave a thoughtful and challenging address on the subject “Schools and Social Progress.”  Reports were received from Federation and Council Presidents.

 

“The Exceptional Child” was the subject of Miss Juliet Ware, Supervisor of Special Education of the State Board of Education in her informative address.

 

Following a delightful lunch at the Madison School cafeteria, the delegates were led in signing by two high school students, Mr. Eddie Payne and Miss Theda Thomas. Standing Committees reported and objectives for 1946-47 were adopted. The District adopted a resolution supporting Senate Bill No. 181 which would provided federal aid to education.

 

Dr. Mary Frances Reed, Associate Professor of Home Economics of Virginia Polytechnic Institute, gave and interesting and helpful address on the subject “Study Goups—How and Why?”  Reports were received from the Chairmen of District Committees and the nominating committee. The following officers were elected for a term of three years:  Mrs. G. A. Justusson of Fairfax, District chairman; Mrs. Charles Baird of Marshall, First Vice-Chairman; Mrs. Lillian Norman of Haymarket, Second Vice-Chairman; Mrs. Joohn R. Swisher of Alexandria, Third Vice-Chairman; Mr. O. L. Emerick of Leesburg, Fourth Vice-Chairman; and Mrs. Ruth Irving of Arlington, Secretary-Treasurer. The invitation of the Warrenton PTA for the meeting in 1947 was accepted. The attendance was 91.

 

1947 Annual Meeting

The annual meeting of the Northern Virginia District was held in the Central District High School, Warrenton, on April 24, with Mrs. G. A. Justusson, District Chairman, presiding. The Rev. Guy Heyl, Pastor of the Warrenton Baptist church, led the opening prayer. Mr. C. M. Bradley,  Superintendent of Fauquier County Schools, expressed a cordial welcome to which Mrs. Harry Sommers, President of the Loudoun County Federation, graciously responded. Mrs. L. L. Hutchison of Warrenton favored the meeting with a delightful vocal solo.

 

Following a brief business session Mr. George B. Zehmer, State President, spoke on the subject “The History and Development of the Cooperative Education Association.”  Reports were received from County and City Councils and three high school students; Misses Barbara Kays and Judy Beas and Mr. James Beard, discussed the subject  “What the Student Cooperative Education Association Means to Me.”  Dr. W. T. Sanger, President of the Medical College of Virginia and past President of the Cooperative Education Association, gave an informative address on the subject “The School Health Program.”  The afternoon session opened with group singing. Mr. Robert F. Williams, Executive Secretary of the Virginia Education Association, gave an informative address on the subject “Ways of Financing the Educational Program in Virginia.”  Mrs. Clifford Durr of Alexandria, introduced Mrs. Georgia Lusk, representative at large from the state of New Mexico, who made an interesting talk on the subject “Federal Aid to Education.”

 

Standing committees reported, objectives were set up for the year 1947-48 and the invitation of the Alexandria Council for the meeting in 1948 was accepted. The  meeting closed with a report of progress by Executive Director followed b a discussion. The attendance was 94.

 

1948 Annual Meeting

With Mrs. G. A. Justusson, District Chairman, presiding, the Northern Virginia District held its annual meeting in the USO Hall in Alexandria on April 28. The meeting opened with the singing of “America” and the Pledge to the Flag. The Rev. Norman Roberts, Pastor of the Methodist Protestant Church, Alexandria, led the opening prayer and Mr. Thomas Knight, President of the Alexandria PTA Council most cordially welcomed the delegates. Mrs. Mark Regan, President of the Fairfax County Federation responded. A delightful musical program was provided by a chorus and a toy orchestra from Washington School, Alexandria under the direction of Miss Bernice Jones, City Supervisor of Music. During a brief Business Session the personnel of standing committees was announced and reports were heard from the Councils.

 

Colonel Francis Pickens Miller of Charlottesville, gave a stirring and inspiring address on the subject “America’s World Mission.” Mrs. Thomas Jones, Past President of the Alexandria Council, summarized the educational bills passed by the last session of the General Assembly of Virginia.

 

Following the luncheon two Workshops were held simultaneously. Miss Sue Ayres, Supervisor of schools in Prince William County, served as Chairman of the panel of School Education with the following participants: Mrs. Wilda Faust, lecturer in the school of Education, George Washington University; Mr. Theodore Sinclair, Assistant Superintendent of Schools, Alexandria; and Mrs. Florence Watkins, Past Executive Secretary of the national Congress of Parents and Teachers.

 

A panel on Parent and Family Life Education was led by the Executive Director with Mrs. Harry Sommers, President of the Loudoun County Council of PTA: the Rev. Alton B. Altfather, Pastor of the Falls Church Presbyterian Church; and Dr. Homer Kempfer, Adult Education Specialist with the United States Department of Education, participating.

 

Standing committee reports were heard, objectives adopted for the year 1948-49 and the invitation of the Arlington County Council for the meeting in 1949 was accepted. The District Chairman was elected a delegate to the National Convention in Cleveland. The meeting closed with an analysis of the progress of the work by the Executive Director. The attendance was 118.
